Attorney Neal Katyal argued against President Trump’s authority to levy tariffs under the International Emergency Economic Powers Act (IEEPA). The Supreme Court sided with Katyal, who is a partner at Milbank LLP and served as solicitor general under former President Obama. Now Katyal is teaming up with trade law experts and litigators to get refunds back to businesses.
