Henry Clandillon Phibbs II ’66
Henry Clandillon Phibbs II ’66—an attorney, conservationist, musician, skier, golfer, hiker, and county commissioner—died of cancer on October 4, 2023, in Jackson, Wyoming. Born on an Army base in Abilene, Texas, Hank’s family moved to Casper, Wyoming, when he was 8. He excelled academically and at skiing and debate in high school. At Dartmouth he was a member of Gamma Delta Chi and majored in art history. After earning his law degree from Hastings College of Law in San Francisco and passing the California bar exam, he spent two years on the south side of Pittsburgh providing legal services to underserved people. Hank started his own law practice in Jackson in 1972 and almost immediately began working on conservation issues. In 1975 he was counselor to the Teton County Commission when adopted the county’s first land use plan. He also helped write the Wyoming Environmental Quality Act. During his statewide conservation legislation work Hank met like-minded Leslie Petersen and they married in 1976. He became stepfather to Leslie’s sons, Travis and Monte. Hank was a founding member of the Jackson Hole Alliance in 1979 and the Greater Yellowstone Coalition in 1986, serving as the coalition’s second president. He was a county commissioner from 2007 through 2014, a bar commissioner with the Wyoming State Bar, and a leader in Rotary. He also loved music, particularly the Jackson Hole Hootenanny, and almost never missed a Monday night at the Hoot from its inception in 1993.
