Stephen Jay Small ’68 died unexpectedly while hospitalized on November 18, 2025, in Haverford, Pennsylvania. His health had declined in recent years from respiratory problems. Born in New York City in May 26, 1946, Steve grew up in Scarsdale, New York, playing tennis and soccer, cheering the Yankees and Mets, and excelling academically. At Dartmouth he majored in government, played four years of men’s tennis, and joined Pi Lambda Phi. On a blind date he met Laura Loeb, who he married while attending Columbia Law School. After he served in the N.Y. National Guard, they moved to Chevy Chase, Maryland, and later to Charleston, West Virginia, where they raised their children. Steve served as general counsel for Columbia Gas Transmission and later as W.V. senior assistant attorney general. After Laura’s passing in 1998, Steve continued his professional work and remained deeply involved in his community. He served on the boards of B’nai Israel, Manna Meal, and United Way. He subsequently married Miriam Rogin, who died a few years later. In 2007 Steve retired and moved to Philadelphia, where he met and later married Judy Herman. Steve continued volunteering while he and Judy traveled and engaged deeply with their extended families. After Judy’s passing last year, Steve moved to Haverford. He will be remembered for his distinguished legal career, commitment to community service, love of tennis, and devotion to his children, grandchildren, and friends. Steve is survived by children Rachel, Deborah, and Adam; three stepchildren; and 10 grandchildren.
