Frank Conant Carlton passed away on August 12 in Eugene, Oregon. Born on August 28, 1933, in Passaic, New Jersey, he went to high school in nearby Fairlawn. At Dartmouth he majored in government with a minor in naval studies and was a member of Kappa Sigma and Green Key. Frank enjoyed the Outing Club and worked hard at Winter Carnival, becoming director in his senior year. From Hanover he continued his courtship of childhood sweetheart Nancy Nicholson, whom he hitchhiked to visit in Ohio several times. After graduation they married and began life together in San Diego, where Frank served aboard the USS Bayfield. Frank’s postwar military journey took him to Hawaii, Japan, South Korea, and eventually back to the States, where he earned a master’s in governmental administration at the University of Pennsylvania’s Wharton School. His career in city management took him across the country and finally, to Pikeville, Kentucky, where he served as the first city manager. He was later honored as a Kentucky Colonel, the state’s highest honor for public service. After retiring in 1988, Frank worked as a pro bono coordinator with AppalReD Legal Aid, providing volunteer legal services across Appalachian Kentucky. Later, Frank and Nancy moved into a continuing care community in Eugene, where he became vice president of the resident’s association and president of the League of Women Voters. He is survived by his wife, sister, sister-in-law, four children, four grandchildren, and five great-grandchildren.
