John Vincent O’Neill ’63 passed away unexpectedly at home in Herndon, Virginia, on May 12. He was born and raised in Portsmouth, New Hampshire, and attended Philips Exeter Academy. At Dartmouth he majored in international relations, played hockey all four years, and was treasurer of Tri-Kap. Vin served as a Peace Corps volunteer from 1963 to 1965 in the Dominican Republic, specializing in urban community development. His service period was cut short in 1965 by the Dominican civil war, when he and others were evacuated by U.S. Marines. He received a master’s in public and international affairs from the University of Pittsburgh in 1966. From 1968 to 1972, Vin worked in private and nonprofit health and education programs for federal agencies including the U.S. Department of Health, Education, and Welfare and the U.S. Department of Housing and Urban Development. This led to a long career in legislative affairs for the American Occupational Therapy Association, Opticians Association of America, and Institute of Electrical and Electronics Engineers (IEEE) in Washington, D.C., advocating for members on topics such as aerospace policy, pre-college and higher education, healthcare and immigration reform, cybersecurity and encryption, personal privacy, retirement security, international trade, and workforce development. He retired in 2015 as a legislative advocate with the IEEE. Vin then volunteered as a county poll worker and was an advocate for local, regional, and national groups supporting the Democratic National Committee. He is survived by Carol, his wife of 42 years; four children; and two grandsons.
